Hi there, are you looking for a "metro"-style file manager?
There is one already built into windows 8.1, the SkyDrive app. Just switch from "SkyDrive" to "This PC" in the headline to access all your local files and folders.
Here you can do all the basic file operations like delete, copy, cut, rename...
Like some other features in Windows 8.1 sometimes hard to find ;-)
