The concept of "service" is not very well established in Klingon culture. The whole SOA concept goes against the tradition of an honorable fight for dominance.

Even though metadata-exchange could be initiated by a blurted "nuqneH!" (common Klingon greeting meaning "what do you want?!"), a more complicated contract in a WSDL form would probably test the patience of any Klingon code-soldier to an extend they would smash their screen.

They would have ungoverned systems fight until dominance is achieved and every inferior solution is obliterated rather than approach this systematically.
